Early TSP withdrawal penalty

I'm reading that distributions from an IRA can avoid the 10% early withdrawal penalty if they cover qualified education expenses. I have funds in my TSP that I would like to use for education. Do any of you know if I can roll-over my TSP into an IRA, and then withdraw from the IRA in order to avoid the early withdrawal penalty of funds in my TSP?
