carry overs and foreign tax credits

I am doing my father in laws taxes with a computer software program. last year he used an accountant.. in 2007 he used form 1116 for some foreign tax credit carryovers. This year i calculate that he is getting back all his taxes and i can just do the standard deduction and not itemize. can i just forget about taking the tax credit on form 1116?? It seems confusing
