For federal tax purposes this NY State tax refund may be taxable depending on whether or not you had filed a "Schedule A Itemized tax deduction" on your prior years tax return.

If you itemized on your prior years federal tax return, and claimed the NY State taxes paid, then this refund becomes taxable only on your federal income tax refund.

Fortunately, your NY State tax refund is not taxable on your NY State tax return, irrespective whether or not you itemized on your prior years federal tax return.
