New LLC, registered in Delaware: do we have to file California Form 568?

I became a 25% owner of a new LLC in October 2014. I live in CA, and the LLC is registered in Delaware. The LLC had no income at all, and had no office in CA. It is not registered with the CA SOS. I am preparing the tax return for the LLC and wonder if I have to file a Form 568 with CA. If so, do we also file with Delaware?
