Claiming a child

Hello, My 17 year old's dad and I have been divorced about year and half. We have joint custody with me as custodial(she resides with me). The father pays child support. Both of us have remarried. I claimed her on my taxes for last two years. He decided to claim her this year because I had less income. He has owed the last two years I guess due to his tax bracket. I know I am entitled to claim her because I am the custodial parent and in the decree doesn't state otherwise. Does it matter how much I made in 2012 and that he pays support? I live in Illinois and he lives in Tennessee. Divorce took place in Missouri.
