I'm totally tax stupid, does this sound wrong?

My taxes are really stupid simple (one job, no deductions) so I've been filing for free online the last few years. But, I feel like I've been screwing up somehow because I've only been getting back like a quarter, at most, of what was withheld from federal (example: 1600 withheld, got back 350). Should I expect to get back at least close to what was withheld? I claim myself as a dependent, since my parents don't, and no one else does. It hasn't seemed to make a difference in the past, though. Thanks
