1099 for online advertising?

Hi,

I'm wondering what is required as far as issuing a 1099. If I purchase "advertising" on an individual's website, and over the course of the year I pay them over $600, am I required to issue them a 1099?

How do I know what expenses I'm required to issue 1099's for?

I am starting a new business, and I have a tax lady but I won't be seeing her until March. I won't have any 1099's to issue for 2011 but I'm trying to educate myself for 2012.
