Should i file NY city tax

Hi,
I live in NJ and work in NYC (Columbia Univ). I am clear about the state taxes (filing IT-203 for NY and NJ-1040 for NJ), but still confused about the New York city tax.
I have to file NYC 1127 which is for non-residents, but my W2 has no information on this. This is my 4th year and I have always signed and returned NYC-1127 filled with only my income and rest empty. I have not had any problems so far. I could I return my 1127 as before but want to know if this right way to do it.

I am also form NY and often go outside for the some business purposes , If some one replies then it will also very good information for me.

I could I return my 1127 as before but want to know if this right way to do it.”--->I guess so;as you can see, NYC charges a personal income tax administered and collected by the New York State Department of Taxation and Finance for the City to City residents. Part-year residents,i.e, like yourself as a non-resident of NYS, figure their tax based on income and deductions on the days lived in NYC. Most people living outside the City are not subject to NYC personal income tax. However, non-city residents who are Employees of New York City must file Form 1127 and pay taxes each year. The amount is equal to the personal income tax they would owe if they were City residents. The City personal income tax is filed with New York State. You( as you've been residing in NYS for more than one full yerar;4 year.1 year) may have to pay income tax as a New York State residenteven if you are not considered a resident for other purposes. For income tax purposes, your resident status depends on where you were domiciled and where you maintained a permanent place of abode during the tax year.I guess you may contact The New York State Department of Taxation and Finance for your NYS residency.NOTE:Taxpayers who are residents of another state may still be considered another state,i.e, Minnesota, residents for income tax purposes if they spend at least 183 days in Minnesota (any portion of a day is counted as a full day), and
they (or their spouse) own, rent, or occupy an abode (a living unit suitable for year-round use, that is equipped with its own cooking and bathing facilities) in Minnesota.
