power of attorney

my brother has given me a notarized power of attorney to recapture his 2008 tax refund. they have tried to mail it to him, however he can not recieve checks where he is currently residing.
I called IRS they said to fill out 2848 form, and that since i had the notarized power of attorney he didnt not need to sign the 2848. I contacted IRS as in have not received my CAF number yet. the lady i spoke with said the forms were sent back to me as incomplete. she would not tell me what i needed to correct or when the notice was sent out, but it has been well over a week since i spoke with her.
I jsut really need help filling out the form correctly to get this taken care of

Taxpayers will file Form 2848, Power of Attorney and Declaration of Representative to authorize individuals to represent them before the IRS, and/or to receive copies of any notices sent to the taxpayer, and to receive the taxpayer's refund check. The form 2848 would have to be attached to the 'Normal POA' but I don't think it has to be signed if the non-IRS POA meets the requirements of the IRS. The IRS will accept a non-IRS power of attorney, but a completed transmittal Form 2848 must be attached in order for the power of attorney to be entered on the Centralized Authorization File ,CAF, system. With a CAF file number, the representative will be able to access the authorized information of the taxpayer faster .Information is added to the CAF file only by the employees of the service center CAF Units.. I guess you need to contact tax professional.
