wrong income on 1099

My husband worked as an independant contractor with his brothere-in-law and he recieved a 1099 like he should have. But the amount that was reported on his 1099 is wrong and my husband has called him several times asking for coppies of the returned cheks that he recieved but he won't return his calls or send anything that is the correct amount he made. He kows that the amount that was reported is incorrect but not sure what the correct amount is. Can he report him to the IRS or what other options does he have? Time is running out and he wants to file his taxes. Thank you for your time.
