Tax Trearty US-Mexico for J1

Hi,

I am a postdoc from Mexico performing research in the U.S. on a J-1 visa. Am I eligible for full exemption of tax under U.S.-Mexico tax treaty? I asked the tax person at the university and I was told that I was not eligible for exemption since I was hired for a postdoc position with benefits.
