What's my the best tax strategy?

I (single, no dependents) took a 'leave' to write for a few years so have no 2009 wages (& no taxes withheld). My income comes from $1K in dividends, $5K short term gain with $1.5K long term loss and $2K capital loss carryover from 2008.

With my std. deduction and exemption my line 55, taxable income is a negative #.(I'd enter -0-).

What is my best strategy. Should I file? Do I have to? Should I be selling stocks in Dec. 2009 for offsetting gains?Are there any tax strategies to offset past tax liabilities? Any other hidden programs to help someone with no income? And can I use my capital gain loss carryover in future years?
