Foreign Tax Exclusion-Canada/USA?

Hi,

I am a dual citizen of both Canada and the USA and I am a resident of both countries. I recently worked in Germany and earned $66 000 USD. Is this something that I can put for the foreign tax exclusion?

Thanks,
