Is it too late to fix my big tax mistake with WI DOR?

Around the the end of last year I received a letter from the Wisconsin Department of Revenue that said I never filed my taxes in 2008 and 2009. They said they estimated my income for each year and were demanding payment. They also charged me almost $2,600 in interest. The thing is, they NEVER sent me any notice that I had not filed until then. I never received anything in the mail.

Shouldn't they have notified me years ago that they never received a return? It's like they just let the years add up so they could charge me interest.

Anyway, I did make a big mistake which I take full responsibility for. They said I could dispute the claim within 60 days but I didn't take care of it in time. I know that was my fault. But I still don't feel I should have to pay interest on an income that I didn't earn. Now they are simply demanding the money and have already placed a lien on my bank account.

Is there anything I can do? Is it still possible to submit those returns??

The weird thing is, I checked with the IRS and they show that I did file with them in 2009, so I can't see why I wouldn't have filed with WI DOR as well. IIRC, I wasn't required to file in 2008 (was unemployed that year).
