Estimated payment not properly credited

Figured someone here would have some useful advice for me. I received an IRS letter informing me one of my 2016 quarterly payments was not credited to my account thus leaving an open balance, and could I please send proof I made payment which I did send them. They then sent me another letter stating they had deposited it to the wrong bank and that I needed to contact their bank on their behalf.

I found this to be on odd request given the fact I don't have an account with that bank. I could picture the bank telling me they are unable to discuss confidential information over the phone. After several phone conversations with The IRS, in addition to my proof of payment that I provided them, and over a year later they are still sending me delinquent letters requesting payment plus interest.

My most recent letter included further proof of payment, along with an explanation I have nothing more I can provide them, and that since the error had originated with them, that they are the only ones who can correct it. I just sent that, so may be awhile before I hear back, but anticipate more of the same thing as before.

It appears my only recourse is to petition the tax court to resolve this matter. Just seeking advice on how to proceed, and if there is a website I may go to where I might research the topic to try and establish case precedence in preparation for my case.
