HSA Disbursements

I have had an HSA account for several years. Now that both my wife and I are retired and over 65 I read that Medicare Insurance premiums for Part B and Medicare Advantage plans can be paid from an HSA account. For 2016, and currently, we have these premiums deducted from our Social Security payment. Questions: Can I take a disbursement out of my HSA account now (March of 2017), for the payments we made in 2016 and declare that amount on IRS form 8889 for my 2016 taxes?
