IRS investigation taking too long

Hello.

The IRS told me that I underpaid my 2015 taxes by the exact amount I had overpaid in 2014, asking them to put it toward 2105 (on my 2014 form).


They sent me the usual letters to "pay up" or send a letter to explain why I disagree. I sent the letter explaining I disagree, and why, and after months of them sending me more notices as if they never received the letter, they finally responded with: they needed the signatures on the 2014 Tax forms and they sent new documents for these signatures. I sent those signed documents back in November. Now, here it is the end of February and once again there is no acknowledgement of prior communication, no mention of the letters of the signed forms I sent in November.

Today I received a serious sounding letter saying pay up immediately (over $2000) or face liens, and levys, etc. I don't know what to do! I at least feel I deserve them actually addressing the communications that have occurred before I should be forced to pay this immediately as they are requesting!
