Solar Tax Incentive

I did not pay enough taxes to the IRS in a previous year and am repaying what i owe through a monthly payment plan set up with the IRS where they deduct a monthly fee. I am looking into getting Solar for my house and the company says I am entitled to a tax credit from the State, and from the Federal Government. Would I get a check from the Government, or would they apply it to my backtaxes? I need to know because it will affect the amount of the loan I am taking to buy the Solar system.
