1099 or W2

I have worked for a house cleaning company for the past 3 years. I never filled out anything to get paid. i was getting cash at first. Then employer started hiring more employees. I started to get paid in a check with out taxes taken out. she gave me a 1099 at end of year. told me I was a sub contractor to her.
I was a full time employee.I was told when to meet, where to go, used her vehicle and supplies.She had so many girls work for her. some quit, some get fired. Usually its 4 full time employees at most times. She pays them cash up til this year. she never gave them a 1099. She said I was the only employee that she subs out to. Since she has fired me, now she wants the W9 form filled out.
with a copy of my license. It's nothing on my license that she don't already have known from the copies of 1099's in past years. Doesn't the employer should have gave me a form to fill out to withhold taxes? Does house cleaning companies have exceptions? Does the employer get in trouble for having all those full time workers and she don't pay taxes on them? Or is the 1099 that is giving to employee makes them responsible for the taxes in all?
