Employer Didn't Pay My Taxes

My employer sent me a blank W2 after complaining for weeks that I hadn't received yet. I called him every week telling him that I was waiting for it and the last time I left him a message and told him I would be calling the IRS. I do have the check stubs that shows taxes were withheld.

I finally received a letter from him and when I opened it there was a blank W2 form. He also included a check for the exact amount of the taxes that were "supposedly" withheld. However the last paycheck that I cashed bounced and it took me weeks to get that resent to me so I am a little concerned that the check isn't even good. What should I do???
