partial owner discount applied to basis?

Wife sold her 1/8 share of family property to a cousin. Should her basis for figuring cap gains be 1/8 of the property's fair market value when she inherited it, or should there be a discount applied because 1/8 share is not as inherently valuable to any given buyer. If discount, what is typical amount? Thank you.
