California Workman's Compensation Insurance

These questions are regarding a corporation based outside of California that might hire a consultant to do work in California, and pay that consultant's Workmen's Compensation Insurance.

Will the insurance carrier require not just the out of state corporation's EIN, but also the SSN of the person covered?

Will the insurance carrier report to the California Division of Workers' Compensation, or whatever the appropriate agency is, that this insurance has been paid?

If so, will that agency report to the California Franchise Tax Board that this insurance has been paid?

Upon receiving such a report will California Franchise Tax Board check to see if that corporation, and the contractor, has a business license in California, and have filed California Tax Returns?
