Unhappy taxable amount not determined,death pension

my son is the beneficiary of his fathers death pension ,his father passed in 10/2007 his receives a monthly check ,he received his form 1099R but in box 2b there is an x taxable amount not determined and 2a is blanked also in a box it said account number which it has and a telephone number ,he went to H&R to file but they said they can not because of this..he had federal tax and state withheld and even had filed 0 claimed ..but it looks like they did not withhold enough taxes my question is what does this mean does he need a tax lawyer? or does he need to call the Laborers Pension to get the information?
