First Time Abatement - Should I expect due process?

April of last year I filed an FTA letter for fines and penalties associated with tax year 2009; taxes were paid in full, but penalties are still outstanding.
Starting a month or so after filing the FTA letter, I received several notices from the IRS requesting an additional 45 days to review my FTA. However, I have heard nothing further since ~July 2014.
Should I have an expectation of "due process", i.e. timely processing of my letter, or can the IRS simply never respond to my filed FTA letter?
I would like to know if it has been denied.
