University Tuition as tax deduction?

Hi, I would like to ask if the following person can deduct its university tuition from Federal taxes:

Personal status/situation:
German citizen
F-1 (student) visa CPT
non-resident alien for tax purposes
Medical resident at university hospital
gross income for 2014 was $45000

I paid university tuition of $5000 for my post grad studies during 2014 - this was mandatory part for me to get my license.

Can I use the tuition payment ($5000) as tax deduction? - meaning Gross Income of $45000 - tuition $5000 - Tax exemption $3950 = $36050 as Adjusted Gross Income (minus other stuff e.g. State tax etc...) ?
