Claiming relative as dependant

Good morning,

My 28 year old cousin lived with us for all of 2013 while attending college. She only had an income of $1200.00. All of her shcooling is paid by student loans and grants.

My question is, since she lived with us, can we claim her as a dependent. She eats our food, we give her gas money, we provide her housing, etc....

And, I'd also like to know, if we can claim her as a dependent, can we also claim the lifetime learning credit, even though all of the money spent on tuition and fees were student loans in her name.
