income from peer to peer online service

Dogvacay.com has people sign up as hosts for dogs as an alternative to kenneling. Thy only send hosts a 1099 if their income for the year reaches a certain level. If a host does not receive a 1099, how should the income be reported? Hosts are not employees. I do not know if they are considered contractors, but I don't think so. Dogvacay collects all payments from dog owners, and sends hosts the amount minus a fee after the boarding is complete.... thanks for any help.
