Unhappy Foreign Tax help needed.

I am a small investor, I hold investment positions in foreign companies, mostly EU countries, but not all. All of the countries concerned require on-line tax filing in order to take advantage of Double Taxation treaties with the USA. No tax return, no treaty benefits. All well and good, but, with the sole exception of Germany, the tax software requires fluency in reading and writing the specific language of the country.

Currently I need assistance with Spanish, Portuguese and Turkish tax returns, can anyone suggest a source of help available to me via snail mail.
Thank you for any assistance you may be able to offer.

I live in a mid-size city in the Western USA, at least 300 miles away from anywhere else you have ever heard of! There is not much contact with foreign languages here; Spokane, Washington State. I have drawn a complete blank with the local tax accountants etc. Even the mighty Chase Bank is unable or unwilling to help a small investor.
