The answer is yes, you can and must file tax returns even if you have no fixed address. You can recommend to your friend that he provide a forwarding address so that the he can at least receive the tax refund checks.
Also with respect to having no bank accounts, you can still cash your refund checks despite having no bank accounts. You do not need a bank account and you can always go to the cash checking services available in most towns and cities in this country and they will all be too happy to cash your tax refund check for a nice fee!
