Question State Refund as Taxable Income

Just a quick question. 2007 is the first year I have ever received a 1099-G from the State of California for my 2006 refund. I have always received a refund from the State but this is the first year where I have to record it as income. Is this something new? What factors determine whether or not a previous year refund is reported as income? Just baffled me a bit.
