Are there income restrictions to receiving these Tax Refunds?

The news is not clear on the actual income limitations amounts that would phase out the rebates, but it seems the the following has been published by the news media that "the tax rebates would be phased out gradually for individuals whose income exceeds $75,000 and couples with incomes above $150,000."

Furthermore, it has been mentioned in the general media that ,"Individuals with incomes up to $87,000 and couples up to $174,000 would get partial rebates. The caps are higher for those with children."

In any case, the intent of Congress was not to reward taxpayers with excessive taxable income. It was targeted to the middle class Americans who would spend this money as soon as possible.
