As far as the IRS is concerned, if you have a registered an LLC in US based in Texas, you are required to file an LLC return. The due date is April 16th 2006.
Generally speaking, there is no tax liability that is due on the filing of the tax return. I recommend that you file the LLC return even though you may have zero activity in the USA. You may want to file for future reasons and IRS compliance purposes as well.
As far as the personal tax return is concerned, it would appear that you do not meet the minimum statutory income that is required in order to file your tax return.
