Tax loss harvesting

I have substantial losses this year and few gains. I plan to buy back similar but not same funds that I would sell. Does it make sense to sell in this situation? On one hand I get large losses to carry over to subsequent years. On the other hand I will owe more taxes on the funds I buy now (when they go up) because of their low basis. Is this essentially a zero sum game I am playing?
