form 4562

This is my second year taking a rental depreciation on my condo. I was able to do the first year with no problem but I do not understand what line I put the depreciate for the condo for the second year.
I took the Mars deduction last year and put on section3 line 19 H but this year it says on section 3 line 17 if I placed in service before 2013 place here.
which line do I place the deduction?
I am not taking any other deductions except the actually dwelling.
Also do I need to fill out section one if I am not going to use 179 expense?
